The State Medical Board of Ohio (SMB)) seeks public input on a proposed draft rule (Rule 4731-31-01, Ohio Administrative Code (OAC)) that establishes standards for physicians who assess youth that sustain a concussion or head injury for return to play.
- Changing the reference to the most recent “Consensus statement on concussion in sport” statement from the Zurich statement to the Berlin statement adopted in 2017, and
- Moving the reference for the location of the model form developed by the Ohio Youth Sports Concussion and Head Injury Return-to-Play Guidelines Committee from the website of the Ohio Department of Health to that of the SMBO.
Rule 4731-31-01, OAC, complies with the requirements of Section 3707.521, Ohio Revised Code (ORC), that the SMBO promulgate a rule establishing standards for physicians who assess youth that sustain a concussion or head injury that are equal to or stronger than the guidelines developed by the Ohio Youth Sports Concussion and Head Injury Return-to-Play Guidelines Committee established by the Director of Health under a previous version of Section 3707.521, and which met during 2014 and 2015. The rule proposed for revision was originally effective on September 18, 2015.
The SMBO’s initial review of rules may result in a proposal to amend current rules, rescind current rules, make no changes to current rules, and/or adopt new rules. Comments received will be reviewed and possibly result in changes to the initially proposed language before the rules are then filed with the Common Sense Initiative Office.
