On December 13, Governor John Kasich vetoed House Bill 493, commonly referred to as the “heartbeat bill,” which prohibits a woman from having an abortion once a fetal heartbeat is detected. The governor did sign into law Senate Bill 127, a bill that bans abortion after 20-weeks gestation. That bill makes no exception in cases of rape and incest; the only exception is to protect the life of the mother.
